KVK organizes two days training

ITANAGAR, Dec 12: The Krishi Vigyan Kendra (KVK) Upper Subansiri district unit organized two days training programme for extension personnel of the Department of Agriculture, Horticulture and Fishery of the district on 9th and 10th December. Twenty extension personnel participated in the programme with great enthusiasm. The programme started with the welcome speech by Dr Deepanjali Deori, Programme Coordinator of the KVK.

She also highlighted about the mandated activities of KVK. Rukdam Jeram SDAO, Nacho and Thupyong Singpho DHO Daporijo were also present on the occasion.

Training on “Nutrient management of declining orchard of Khasi mandarin orange” was demonstrated by Nyape Bam SMS Soil. Later on Arbind Pratap SMS Agronomy gave training on “Potato cultivation by True potato seeds”. The technical session closed on the first day with training on “Integrated Paddy cum Fish cultivation” by Dipjyoti Bora, PA, Fishery. On the second day SMS Agronomy, SMS Soil Science and Programme Assistant, fishery gave trainings on “Seed germination and testing, Soil health and nutrient management and Integrated Paddy cum fish cultivation” respectively and programme concluded with valedictory function.

 

Silver Jubilee of conferment of Nobel Peace prize to the Dalai Lama celebrated

BOMDILA, Dec 12: The Tibetan settlement camp at Tenzingaon under Kalaktang circle in the district celebrated the completion of the 25 years of the conferment of the Nobel Peace Prize to His Holiness the 14th Dalai Lama. A grand programme at the Gyuto Tantric Monastery was organized to commemorate the day.

Attending the programme, Deputy Commissioner A K Singh opined that practicing the teachings of the Dalai Lama in one’s life with sincerity and devotion would be the real tribute to the religious guru which in turn would manifest the well being of the sentient beings.

R K Khrime, President Indo-Tibetan Sahyog Manch State Unit, in his address called for upholding and strengthening the bond of brotherhood between the Indians and the Tibetans residing in India.

Declaration Day of Bomsok clan observed

AALO, Dec 12: The counting of genealogy is an inseparable bond that goes way back to our traditional ethos and young generation should take pride in it to know their origin and identity, said Oni Padun, Circle Officer of the newly created Nikte (kodum) circle while attending the Declaration Day of Bomsok Clan at Sora Hiku yesterday. She also called for unity and oneness among the clan and elaborated on official procedure to get proper notification on the merger of some members from Sora to Bomsok clan. The CO who was also on a verification spree of Nikte Circle, said that training to GBs is essential to make them an integral agent of the Govt.

Speaking on the occasion, former MLA Kito Sora said that the declaration should give massive dose of confidence to the clan members to excel in their given circuitry to contribute their best to the society. The ills that plague the society need cleansing at individual, family and clan level, he said.

Gijum Tali, DIPRO and G. Sora ASM also stressed on hard work for faster progress among of the clan. Organizing President Limo Bomsok, Yomrak Sora HGB, Yomluk Sora also spelt out the aims and objectives behind the gathering.

GSU condemns action on bandh callers for Lower Siang

ITANAGAR, Dec 12: Galo Students Union (GSU) has strongly condemned the arrest of senior citizens and women, including former minister Kardu Taipodia, DDJAC chairman Sengo Taipodia, Gumke Riba, Zirgi Kadu and others on the eve of 96 hours Lower Siang district bandh.

Expressing its strong resentment over government’s non-responsive attitude in addressing the demands of the protestors, GSU said that although Lower Siang was created much before districts like Namsai, it remained non-functional till date.

“The state govt. should immediately make Lower Siang district functional by posting DC, SP and other HoD's and declare Likabali as temporary headquarters and Sikirima as permanent headquarters,” reiterated GSU.

The students union also cautioned the state government not to play with the sentiments of the community and make any changes in the district re-organisation bill.

 

Phase-wise bandh calls in Basar area for LS Hq

ITANAGAR, Dec 12: Hurt by the alleged act of partiality and undermining the sentiments of the people of Basar constituency by some certain community based organizations and students unions, the Basar Area Students’ Union (BASU) in a meeting today decided to boycott any activities of those organizations within Basar Assembly constituency.

The meeting further decided to call a series of phase wise Lower Siang district bandh with first phase of the democratic movement starting in the form of Chakka Bandh on December 22 and 23 from 5 am demanding declaration of Basar as headquarter of Lower Siang district by the government as per Cabinet approval in 2009 before January 26, 2015 and making it functional with immediate effect.

The duration of second phase of the bandh which is to start at 5 am on January 7, 2015 will be of 48hrs and the third phase will be of 72 hrs with boycott of Republic Day celebration from January 24 to 27, 2015.

Essential services like, milk van, ambulance, pharmacies, fire brigade, BRO, military & para-military force, PHED and Power Dept vehicles on emergency duty will be exempted from the purview of Bandhs.

It also termed the ongoing 96hrs Lower Siang Bandh as economic blockade and harassment to the people of the constituency.

 

Deployment of forces welcomed

ITANAGAR, Dec 12: The All Gaon Burah Welfare Association Balijan unit has welcomed the move of state government to deploy adequate IRBN force at Kokila Panchayat, Lenka/Tengabari Panchayat under Balijan administration jurisdiction in order to maintain peace in Arunachal-Assam boundary area and to contain illegal entry of anti-social element from our neighboring state.

“After deployment of force and with the regular patrolling, we the people of the area have seen changes as there is peace. This has lead to improvement in the law and order scenario. We take the privilege to extend gratitude to Chief Minister Nabam Tuki, Home Minister Tanga Byaling and local MLA cum Speaker Arunachal Legislative Assembly Nabam Ribia,” the association stated.  Further they also lauded the role of local administrative officers in providing security to the citizens. Association hopes that government will continue to take care of the people residing in border area.

 

PRI leaders for early construction of bridge over Banyom Koro

ITANAGAR, Dec 12: The PRI leaders of Baririjo Anchal Samiti Block have expressed concern over the delay in the construction work of the new alternative RCC bridge over Banyom Koro at NEC road under Ronya village.

In its representation to the Executive Engineer, PWD, Dumporijo division, seeking immediate construction of the bridge, it wanted to know why, the concern contractor and the executing department, is delaying its construction work and said that it would hold responsible both in case of any damage of property or loss of life.

The bridge is the lifeline for number of villages such as Haji, Gongo, Ronya, Panimuri, Labri, Laigi, Dego etc.

They claimed that the work was awarded to the former ASM of Gongo Anchal Segment and that the fund was already sanctioned about 8-9 months back but the work is yet to start.

The PRI members also stated of taking up democratic action if the work is not initiated by this month.

 

Haphazard parking of vehicle prohibited

ITANAGAR, Dec 12: Capital District Magistrate-cum-Deputy Commissioner Mige Kamki under Section 133 CrPC has prohibited parking of vehicle in the radius of 200 mtrs around Raj Bhavan without driver.

Vehicles parked within the prohibited area without driver shall be seized by the police and impounded as per law. It is further directed that intensive patrolling may be carried out to ensure peace and tranquility in the Raj Bhavan area. Haphazard parking of vehicles around Raj Bhavan is not only a public nuisance but also a matter of security concern, the order said.

 

BPT completes survey for labour budget

CHANGLANG,  Dec 12: The Block Planning Team (BPT), Department of Rural Development, Changlang has completed door to door survey of Khimiyang Block through Intensive Participatory Planning Exercise (IPPE) for preparation of Labour Budget for 2015-2016 under the supervision of the Project Director, DRDA, Changlang and BDO, Khimiyang on  December 9.

A  total 109 schemes were approved in the Gram Sabhas and 83 schemes prioritized on the basis of monthly works demanded by MGNREGA workers within the provision of 100 days per household.

Khimiyang Anchal Samity Sabha was held at Old Jukhi village under the chairpersonship of N. Changmi, ASC. Renu Salnang Mungrey, ZPM, Khimiyang and all the MGNREGA technical officials were present in the Khimiyang Anchal Samity meeting. Talo Jerang, Project Director, DRDA, Changlang explained to the members present about the importance of technical  and administrative sanctions of the estimates to be framed by technical officials for obtaining technical and administrative approval of the competent authorities, all  data which are to be uploaded in the MIS as per timelines given by the Govt of India. Khimiyang Anchal Sabha accorded approval of all the schemes submitted by chairpersons of all GPs through BDO, Khimiyang Block.

 

PTA expresses concern on handing over of school to NGO

ITANAGAR, Dec 12: The Parents Teachers Association (PTA) of KGBV, Bameng has expressed displeasure over the news that the school is being leased out to an NGO yet again.

The association in its letter submitted to the state project director, SSA, claimed that the school, since it came under the direct supervision of East Kameng education department in 2012, has been functioning well.

KGBV Bameng, during the time it was operated by an NGO couple of years back, it had the worst administration. The school was almost defunct and it was on the verge of closing down. During that period, we worked in close coordination with the district administration and revived the sick school. Educational institutions should not be allowed to politicalised and be commercialized, it said.

Also informing that the person, whose NGO ran the school earlier, has lodged petition in the court challenging removal of his NGO from running the said school, it expressed apprehension that the matter being sub-judice in court, any move to hand over the school to another NGO might create problem.

Google to launch CM’s Global Education Prog. in state

NEW DELHI, Dec 12: Chief Minister Nabam Tuki’s recent visit to Google Headquarters, Mountain View, California, USA seems to bear fruit as Google Inc has agreed in principle to launch Arunachal specific project and bring in solutions for imparting global standard education to the students of the state.

In a communiqué from Parliamentary Secretary, Education, IPR and Government Spokesperson Bamang Felix, who along with Education Secretary and Planning Secretary, Government of Arunachal held a meeting with Gagandeep Singh Puri, Head of Education in India for Google here today, stated that Google has agreed to launch a special programme for Arunachal titled “Chief Minister’s Global Education Programme”.  

The programme which would be a restructure of CM’s Talent Award Scheme and shall cover the students of Class – VIII to XII, will be launched on 22nd of December at Itanagar by Chief Minister, Felix revealed. The entire technical support is being provided by Google, making it first of its kind in the country.

While lauding the CM for the landmark initiative, apparently excited Felix stated that with the launch of this e-education programme involving professionals from Google, Arunachal Pradesh would find its mention in educational map of the world.

Google being a pioneer in e-education would be of tremendous help in fulfilling the vision and ideals set by the State Government, he expressed confidence.

It may be mentioned here that the Chief Minister during his visit to Google Headquarters had sought assistance from Google for making the state an e-educational hub.

 

 

Abotani colony Bailey bridge to wear new look soon

ITANAGAR, Dec 12: The Bailey bridge located at Abotani colony is undergoing major renovation due to which it has been closed for the traffic. The said bridge is one of the most important bridge which connects various sectors and colonies of Itanagar. Sudden closure of bridge has put immense pressure on national highway because of which massive traffic jams are being noticed in between Ganga-Mithun gate stretch.

However come March 2015, the said bridge will wear new look and offer comfort to the motorists as well pedestrians. While talking to this daily, Assistant Engineer PWD Tadar Bhupin informed that work started on Monday last and is expected to be completed within 90 days. “At present it is one way bridge. However once completed, it will accommodate two ways traffic and will also have a separate footpath provision especially meant for the pedestrian,” said the AE.

 

 

Manipur replaces Arunachal at the top of medal table

ITANAGAR, Dec 12: Manipur went top of the medal standings ahead of host Arunachal Pradesh on the penultimate day of the North East Zone Sports Competition here today.

Manipur added 30 medals, including 12 gold, five silver and 13 bronze to their overnight tally of 14 gold, 11 silver and 10 bronze medals to push Arunachal Pradesh to the second place.

Arunachal was on the top of the medal table yesterday with 14 gold, 11 silver and 10 bronze medals. The host added 22 medals, including five gold, six silver and 11 bronze medals today. Five of those gold medals came in Boxing (three) and Weightlifting (two).

Yukar Tachak and Soram Hitlar Tagru won one gold medal each in weightlifting in men’s 62 kg and 69kg category respectively.

Tachak lifted a total weight of 223 kg (Snatch- 98kg, Clean & Jerk- 125Kg) while Hitlar lifted 117 kg in Snatch and 145 kg in Clean & Jerk (Total- 262 Kg). Sambo Lapung could not perform upto his potential and settled for the silver in men’s 77kg. category.  He lifted a total weight of 270 kg (:Snatch- 123 kg, Clean & Jerk- 147 kg). The gold medal in this category  was won Jojo Meitei of Manipur, who lifted 125kg in Snatch and 155kg in Clean & Jerk(total: 280 kg).

Minu Moriju won a bronze in women’s 63kg category by lifting a total weight of 122kg (Snatch-54 Kg, Clean & Jerk- 68 Kg).

Archer Maselu Mihu, who along with Genam Tekseng, Sorang Yumi and Netan Drema, won gold medal in Women’s Olympic Round Team Archery yesterday, settled for the silver in women’s individual Olympic Round event. She scored a total of 136 points.

Sorang Yumi, who won one gold medal in women’s Qualifying Round Double 50 event yesterday, failed to repeat her performance and settled for the bronze in women’s individual Olympic Round event.

Manipur’s TH Ishembi Devi won the gold medal in the category with a total score of 139.

Yumi pairing with Task Kara won a silver medal in mixed team event with a total score of 146.

The gold medal in this category went to Manipur.

Arunachal won three medals (two silver and one bronze) in Taekwondo.

Borik Pamo and Dorik Gamo won a silver medal each in men’s below 63 kg and women’s below 55 kg category respectively. Pani Raja won a bronze medal in men’s below 68 Kg category.

Rajendra S. Bisht of Arunachal Pradesh won a bronze in men’s 3000m race, He clocked 9:02.5 minutes to finish third.

Anung Wangsu, who won the 1500m race yesterday, finished at fifth place in 3000m race. She took 11:46.4 minutes to cover the distance.

In Badminton, state’s ace shuttler Laa Talar will play against W James of Manipur in the men’s open single final tomorrow. Talar beat Ankur Rai of Nagaland 21-9, 16, 21, 21-14 in the semifinal.

Laa Yajum and Pinky Karki, both from Arunachal Pradesh, reached the women’s open singles final.

Pinky pairing with Taring Yania also reached the final of women’s double event defeating N Purnima and N Somibala of Manipur 21- 12, 21-18 in the semifinal today.

The pair of Ambita and Akshay beat Vicky and Sonam from Sikkim 21-8,  21-7 and reached the final of men’s double event.

Meghalaya will meet Assam in the final of the football competition at Rajiv Gandhi Stadium Naharlagun, tomorrow at 8.30am.

Arunachal lost 6-7 to Meghalaya via tie-breaker after both the teams were tied 1-1 in regulation time in the semifinal.

Assam entered into the final beating Mizoram 5-4 through penalty shootout in the morning today.

 

 

Withdraw ‘negative report’: ANSU

ITANAGAR, Dec 12: All Nyishi Students’ Union (ANSU) has urged the state Chief Secretary to immediately direct U M Shambharkar, Superintending Engineer and RO (MORT&H), Itanagar to withdraw the ‘negative report’ that he (Shambharkar) has submitted to the Chief Engineer (NER), Union Ministry of Road Transport and Highways, New Delhi recently.

In a single-point demand  submitted to the Chief Secretary today, ANSU said that the report regarding construction of 4-lane Itanagar–Banderdewa road submitted by Shambharkar is disheartening and  it “has carried a sense of anti-development activities and touched the sentiments of the people of the state.”

“U M Shambharkar will be held responsible if 4-lane road of Itanagar-Banderdewa fails to get implemented as per  proposal because he sent a negative report to the Chief Engineer (NER), Ministry of Road Transport and Highways, New Delhi,” the ANSU said. “In the report (serial number X) Shambharkar had mentioned inauguration of foundation stone laying by the then minister RT&H for 4 lanning of Itanagar-Banderdewa section of NH-52A as incorrect which is false, rather on  Oct 3, 2013 the Minister RT&H had laid down foundation stone at Chandarnagar, Itanagar for 4 lanning in the presence of Chief Minister and other dignitaries of the state,” ANSU  further said.

 

 

Bank robbery attempt foiled at Daporijo

Daporijo, Dec 12: A bank robbery attempt in the Arunachal Pradesh State Co-operative Apex Bank, Daporijo in the early hours of 11 December 2014 was prevented by the alertness of Majum Haji, an employee of Dapo LAMPS Ltd and the swift and prompt response of the police team led by ASI Tagio Leriak.

Haji, who resides within the cooperative complex saw the robbery attempt in progress and informed police immediately around 2.50 am.

The police team comprising of ASI Tagio Leriak along with constables R. Leya, P. Ngemu, M. Tangku, N. Tangha, G. Singpho and N. Boo swiftly reached the place by 3.00 am. The team surrounded the area and apprehended the robber while he was trying to escape from the window. The robber, Gyolam Daru was caught red handed. Police found 2 hex-saw blades, a monkey cap and bag from his possession.

On opening the bank, which is situated on the first floor, it was found that the frame of a window grill was cut and the robber had entered the cash room but nothing was stolen. The Deputy Commissioner, Daporijo has appreciated the efforts of Talam Haji and the police team for their swift response and prompt action in nabbing the culprit and averting a bank robbery. Arunachal to get Regional Research Centre for Temperate Horticulture soon

ITANAGAR, Dec 12: Arunachal Pradesh will soon get a Regional Research Centre for Temperate Horticulture which is expected to boost up production of temperate crops in the state. This was informed by Deputy Director General (Horticulture ) ICAR, Dr. K K Krishna Kumar in presence of Rajya Sabha MP Mukut Mithi to the Minister of Agriculture, Horticulture and Animal Husbandary, Chowna Mein and Parliamentary Secretary (Horticulture) Mutchu Mithi  in a meeting in New Delhi today.  

In this regard, earlier the Chowna Mein had written a letter to the Govt of India for early establishment of the research centre. The Reseach centre will be the first of its kind in the country besides the Central Institute of Temperate Horticulture (CITH) at Srinagar in J&K.

The Minister urged the ICAR authority to expedite the process of establishment of the said centre so that farmers could reap the benefits. In the states like Himachal Pradesh and Jammu and Kashmir, establishment of such institutes ensured the full technical back for scientific production and as a result, temperate horticulture boomed in those states to become an important source of revenue for the states.

The Minister said that although there is vast scope for temperate horticulture in the State with considerable production of Apple and Kiwi but the pace of development is not at a desirable rate as Arunachal Pradesh remained dependent on J&K and Himachal for technical know-how and planting materials till date. Establishment of the said institute will fill the gap and help in developing horticulture as a economic  mainstay for the State, keeping in view the huge potential that exist. He also said that with the establishment of such a centre, Arunachal could become a ‘temperate fruit bowl’ of India.

The DDG, ICAR informed that in the month of February 2015, the site selection team in coordination with R&D Wing of the State Department of Horticulture will visit West Kameng district to finalize site and start the institute in earliest possible time.

Apart from the discussion on establishment of the institute, general development of horticulture was also discussed.

The meeting was also attended by Dr. Manish Das, Principal Scientist (ICAR), Egam Basar, Mission Director, APHRDM and T Dubi, OSD (Horticulture), according to an official release.

 

 

CSS not being implemented properly in Upper Subansiri

DAPORIJO, Dec 12: Upper Subansiri district is one of the most backward districts in the state. Despite being awarded various centrally sponsored special packages, there has been no significant development due to either poor implementation or non implementation of those schemes.

Although vigilance committee and other monitoring committee members from the state visit to monitor physical and financial status of the implemented scheme but they never reach to the project sites as most works of such schemes, like IWMP, are located in very remote areas.

There are also reports of overlapping of schemes implemented in Siyum, Nacho, Limeking, Chetam and Giba area and most of the works are not visible. Moreover, the DPR prepared for most of the sanctioned schemes are not feasible, claimed district BJP President Tapa Dadi.

Recently, the newly inducted member of the District Level Vigilance and Monitoring Committee, who visited Siyum circle, informed that there are many such schemes which are neither properly implemented nor there are any record of maintenance, he told.

Meanwhile, the BJP district unit alleged mis-utilization of govt. funds sanctioned against centrally sponsored schemes, especially in Siyum Nacho and Limeking area, by some contractors.

Alleging that many porter tracks, suspension bridges and various projects sanctioned were technically not feasible, the party questioned as to how the DPRs have been prepared against those schemes or project.

They also informed that the BJP district unit will keep a strict vigilance implementation of various project carried out by the implementing agencies to ensure proper and quality implementation of those projects.

 

 

Science stream at Sille Hr. Secondary school introduced

RUKSIN, Dec 12: Fulfilling a long cherished demand of the local people, the state government has announced introduction of science stream in Govt Hr Secondary School , Sille with laying of its foundation stone by Education Minister Tapang Taloh today.

Addressing a huge public gathering at Sille Higher Secondary School auditorium, Taloh said that his government will make the premier educational institution a full-fledged one by introducing all streams such as Science, Commerce, Agriculture and other disciplines. He is optimistic that introduction of Science stream in the school will benefit the students from economically backward family of the district and others parts of the state as well.

Assuring the people for posting adequate subject teacher and laboratory equipments for the science stream, he requested the guardians to take care of the school. He also urged the young students to take advantage of the science study in their local schools.

Referring the ‘Zero Tolerance’ policy adopted by the state government against any discrepancy in the education department, Taloh sternly asked the teacher communities to render dedicated service in order to build up the young students as human resources. He appealed the guardians to maintain closer cooperation for improving quality of teaching in the educational institutions.

Opposing the agitation resorted by teachers’ association, Taloh said that the government has rigid policy for rationalization of teachers in the state. “We have a strong determination for streamlining the education department in the state. We are taking all efforts for rationalization of teachers and any disobedience of the teachers in the name of organized protest will never be tolerated”, he said.

Speaking on the occasion, Pasighat West MLA cum Parliamentary secretary (Industry), Tatung Jamoh requested the Education Minister to attend infrastructure development of the educational institutions in his area. Jamoh, who earlier opened a ‘Panchayat Ghar’ in Sille-Oyan Circle Office premise, urged the panchayat members and public leaders to use the office properly so that benefit of the panchayat office percolate down to the rural people.

Among others, principal of Sille Hr SS Tamon Doruk, Vice Principal Yari Sitang, East Siang DDSE Tani Talom and Sille Oyan block ZPM Tajing Taki also spoke in the occasion.

 

 

Sangdupota likely to become tourist hot spot

SANGDUPOTA, Dec 12: Assembly Speaker cum local legislator Nabam Rebia today participated in a mass social service conducted at Sangdupota circle headquarters.

While interacting with the public at Basernallo, Rebia said that Sangdupota circle has huge potential for sustainable development like tourism, fish culture and other eco friendly activities which needs proper attention and promotion. He added that he is contemplating on bringing Sangdupota circle under tourism circuit and in the coming days it is going to be one most developed area of the district. He called upon the officers to give their full support in all round development of the area.

Rebia also appealed the public to maintain cleanliness of their village and surroundings.

Expressing his deep concern on diminishing fish numbers from rivers he urged upon public to protect and preserve the rich varieties of fish life in the rivers for future generations and refrain from polluting the rivers by spreading unwanted materials and illegal methods of fishing from the rivers which directly affects the fish and other aquatic life in the rivers.

The Speaker accompanied by Tourism Secretary Joram Beda, DC Tai Kaye, SP P.N Khrimey and other senior officers also visited the confluence of Poma and Papum river to explore the prospects of rafting expedition.

Secretary Health and Family Welfare Indra Mallo was also present on the occasion.

TEZU, Dec 12: Tezu Sunpura MLA Dr. Mohesh Chai inaugurated a Rogi Kalyan Samiti Pharmacy at District Hospital, Tezu yesterday in presence of Deputy Commissioner Dr. B M Mishra, Superintendent of Police Ved Prakash Surya, heads of departments of Lohit, Medical Officers and officials of Tezu District Hospital.

The Rogi Kalyan Samiti Pharmacy under the Hospital Management Society of District Hospital Tezu will function 24X7 and M/s Tayang Medical Hall Tezu has been authorized to run the hospital by a board on tender basis.

Dr. Chai appreciated the activities initiated by the health department to facilitate the patients in the medical compound. A round the clock pharmacy is essential especially during emergencies and this requirement has been fulfilled with opening of this pharmacy, he said. He has also asked the team to work professionally and dedicatedly.

DC cum Chairman District Health Society encouraged such developments in health sector in the district.

District Medical Officer Dr. K Basar highlighted the salient features of the pharmacy under RKS. The pharmacy will provide life saving drugs to BPL patients at 5 per cent discount on MRP and 2 per cent discount for general patients on MRP.

A MoU was signed on the day between Dr. A Wailong Medical Superintendent and M/s Tayang Medical Hall as first Party and second Party respectively on the basis of terms and conditions of Government of Arunachal Pradesh directives. DIPRO

 

 

Gram Sabha meeting held to finalize labour budget

ITANAGAR, Dec 12: A Gram Sabha meeting of Sigin-I (G) Gram Panchayat at Sikarijo under Intensive Participatory, Planning Exercise (IPPE) was held on 9th December for the finalization of Labour Budget for the year 2015-16 under MGNREGA. The meeting was presided over by Duma Yekar (Ex- ZPM Sigin-I Anchal Samiti). It was attended by officials, Panchayat members and villagers. The meeting had two dichotomous objectives to finalise the labour budget and other to showcase the importance and the procedure of Gram Sabha.

Initiating the meeting, Tapor Nalo, BDO Daporijo, briefed about the importance of IPPE in finalising the labour budget for the MGNREGA. He told that IPPE is an important step towards ensuring participation of the people; thereby bringing out the true meaning of Participatory Democracy. He added that this exercise is not just for MGNREGA but would also become a vital pool of information for other development programmes also. Speaking about the technical aspects of the IPPE, DRDA official Nabu Chokar, highlighted the meaning and importance of social mapping, resource mapping, seasonal mapping, transect walks etc.

The meeting was unique with Deputy Commissioner Komkar Dulom, Upper Subansiri, participating as the member of the village. Speaking on the meeting, the DC reiterated that Gram Sabha is an important and inalienable part of the decision making process and without Gram Sabhas, the local self govt cannot perform effectively and successfully.

Representatives from departments like PHED, Agriculture, Horticulture, Fishery, ICDS, KVK, Veterinary & Power were also present in the meeting. The officials highlighted opportunities that can be worked upon under MGNREGA like Agriculture, Horticulture, Fisheries, and Sanitation etc. The officials also threw light on the various aspects and opportunities of converging MGNREGA with the various line departments.

BPT members, Tilling Sambyo, EO(RE), GopalSikom, Doyom Ronya and Dolii Ngomdir of CD Block Daporijo demonstrated social/resources and seasonal mapping during the meeting for the validation at the Gram Sabha.

After threadbare discussion in consonance with the various maps and the priorities for work as laid by the people, all the proposals were approved.

Word of caution

Prime Minister Narendra Modi’s pet project ‘Make in India’ campaign has been cautioned by RBI governor Raghuram Rajan. Sounding a note of caution Rajan on Friday said it should not focus only on manufacturing. He further said there is "danger when we discuss Make in India" as something which is focused on manufacturing, "an attempt to follow the export-led growth path that China followed. Modi had announced the ambitious 'Make in India' programme at his first Independence Day speech from ramparts of Red Fort to attract overseas investments and make the country a global manufacturing hub.

Modi who came to power with the promise of sweeping economic reform so far has failed to deliver.  The country’s economy has failed to take off. PM has been selling his Make in India campaign to the world claiming that this will bring in investment and subsequently help in economic growth. However with RBI governor giving guarded response, it seems like not everyone is excited about his Make in India campaign. Instead of concentrating in governance and carrying out economic reform agenda, BJP government at the moment is following dangerous communal agenda. We can only hope that they will not continue to hang on to communal agenda to hide their failed governance.

Poor quality work

Dear Editor,

Through your esteemed daily I would like to draw the attention of concern executing agency of sector road maintenance works within Itanagar Township. The maintenance works of sector roads is underway but it is found that work is being carried out without technically expert supervision. Instead, surprisingly works are left in hands of few unskilled labors.  The worst quality of work can be witnessed in the portions of works they have constructed so far, which may not even last for a month or two by considering physical aspects of the road geometry. Moreover, construction materials used are consist of  very poor quality,  like aggregate of least cohesive property obtained from river is being used, that too without proper grading of aggregates.

In this regards, I on behalf of the silent spectators or public of various colonies would like to request concern department to look after the execution of works to avail better and durable road by making judicious use of public fund.

Regularize remaining SSA teachers

Dear Editor,

Through the column of your esteemed daily, I would like to highlight some view regarding the news item published in your daily on 10th December 2014 under the headline “AAPETA writes to Education Commissioner”. I support the move of AAPETA for seeking promotion of Assistant Teacher (ATs) to Junior Teachers (JTs) on seniority basis through Departmental Promotion Committee (DPC). The regularization of J/T (SSA) has been done 50 percent through State Project Director (SPD) or Director of School Education (DSE) and the remaining 50% of regularization should be regularized through APCS Examination.

In this regard, it is good to hear that the regularization of J/T (SSA) will be done through the most prestige APCS Examination. I would like remark that most of the SSA teachers who have been regularized through the department on seniority basis were 2003-06 batches. Their jobs are secured now but what about the other SSA teachers of the state especially the teachers of 2007-14 batches, who are still waiting for their regularization on seniority basis? I am also one of the J/T (SSA) of 2009 batch and I keep hoping and waiting for my job regularization. There are many SSA teachers like me who are still waiting for their regularization. Most of the SSA teachers have now gone past their prime age. Honestly some are quite old and it would be impossible for them to compete with young teacher who is much younger in age than them. The idea of conduction of J/T appointment through APCS exam is commendable and it should be mandatory only for fresh candidate, who holds B.Ed. degree. And it should not be implemented to the teachers who are serving as A/T’s and J/T’s under SSA scheme.

Almost all the J/Ts (SSA) of next batches have completed or either is pursuing D.EI. Ed, B.Ed. courses which is most significant for the SSA Teachers to secure their job. An order has already been issued in this regard by the education department directing all teachers to complete the necessary B.Ed or D.EI.ED degree on or before 2015. I fee worried, if the remaining 50% of J/Ts (SSA) Teachers of the state would not be regularized and the process of regularization SSA Teachers would stop or discontinued then what will happen to the SSA Teachers those having the qualification or degree’s of B.Ed, D.EI.Ed courses as well as those who are still pursuing the said courses under SSA scheme provided by IGNOU. Soon, the hopes and qualification of SSA Teachers would go in vain. Our efforts, hard work, sincerity, reciprocal reward will ruin at last, because we have cope numerous kind of hardship situation in this SSA service such as posting at far flung areas, late release of monthly wages, given duties on election time etc. If possible try to understand our problem and co-operate with us.

Hence, I extend support to some of the points of memorandum submitted to the Education Commissioner by the AAPETA. I am tired of praying regarding the early release of pending salaries to the Education Department. No more prayer for the salary release. At this particular moment we pray for co-operation from the Education Commissioner and the authorities concerned of Education Department regarding the continuation of regularization process from 50% to 100% on seniority basis. Teachers are waiting for the good days to come.

Release salary

Dear Editor,

We the All Arunachal Contractual Staff Nurse Association would like to urge our Head of Department to release our salary immediately which we are not getting for the past six months. It’s impossible to continue without getting wage and moreover we don't get any extra time for earning as our duty is stipulated. We staff nurses reside in rented house and we don't get our payment regularly, so how can we managing our daily life. Please no more punishment to us and kindly release our salary immediately.
